Two problems there, its not intended for washes, being a medium for medium pigment acrylic paint - and foundations are already matte!

(as are washes, to an extent) The only way to really extra matte citadel washes is a matte spray coat afterwards. Otherwise there is also a tiny shine to it. You're better off mixing medium to regular citadel paints and thinning them to the absalute max and doing several seperatley dried layers of wash, building up a more gradual shade/glaze and retaining the matte effect.
The grainy feel is the high pigment count in the foundation paint, less water.
